Do I need an IDP to drive in Japan with a UAE license?

🇦🇪 United Arab Emirates license · 🇯🇵 Japan · Updated 15 May 2026

Direct answer

Yes. Japan requires UAE license holders to carry a 1949 Geneva Convention International Driving Permit alongside their original Emirates license. Rental companies check the physical IDP at pickup. A translation alone is not sufficient for UAE licenses — translations only substitute for IDPs for a few specific countries, and the UAE is not one of them.

2 · Use an authorized IDP route

If the checker says an IDP is required, get it from your license country's authorized issuer. We do not sell IDPs.

3 · Add a translation companion

Use the translation pack when rental desks, insurers, or checkpoints need to read your license. It is not a permit.

How Japan treats foreign licenses

Japan only recognizes International Driving Permits issued under the 1949 Geneva Convention. A small list of countries (Switzerland, Germany, France, Belgium, Monaco, Estonia, Taiwan) can instead use an official Japanese translation of their license issued by JAF or their embassy. The UAE is not on that list, so Emirates license holders need the IDP itself, obtained before travel — Japan does not issue IDPs to visiting foreign license holders.

Getting your IDP in the UAE

Apply through the authorized issuer in the UAE before your trip — typically same-day service with your license, photos, and a small fee. Only authorized automobile associations can issue valid IDPs; anything sold online by a third party will be rejected in Japan and may be a scam.

Where a translation still helps

While the IDP is what makes you legal to drive, a clear translation companion of your license can still smooth interactions — hotel parking, police checks where the officer wants to see license categories, or insurance paperwork after an incident. Think of it as a comprehension aid that travels with your IDP, never instead of it.

Frequently asked questions

Can I rent a car in Japan with just my UAE license?
No. Rental companies in Japan are legally required to verify a 1949-convention IDP (or an accepted translation for the few eligible countries) before handing over a vehicle. A UAE license alone will be refused at the counter.
Can I buy an IDP online for Japan?
Only if the website belongs to the authorized issuer in your license country. Independent websites selling 'international driver's licenses' are not recognized in Japan — the FTC and consumer protection agencies have flagged many as scams.
How long can I drive in Japan on an IDP?
Up to one year from your entry date (or the IDP expiry, whichever is earlier). Long-term residents must convert to a Japanese license.
